Implement [design_docs/012-jj-and-the-merge-pipeline.md](https://github.com/cfsh/ninefold/blob/main/design_docs/012-jj-and-the-merge-pipeline.md) (doc PR: #1083).
Recommendation in two lines: verdicts gain a Gerrit-style contribution id recorded at review time, and the merge gate + trigger policy carry content-identical heads (rebases become free — the #678 waste class closes); GitHub's native stacked PRs get a bounded one-stack trial gated on that landing; jj is deferred with dated revisit triggers.
Shape of the work: 8 tasks (doc §8), mostly single small PRs. T1 (nflib diff-identity module) → T2 (verdict did= field) → T3/T4/T5 (merge gate, trigger policy, post-approval reconcile — independent of each other), T6 docs after, T7 (gh floor 2.90) independent, T8 (native-stacks trial, no PRs expected) last and conditional on doc fork §7.2. Forks §7.1/§7.2 are Aedan's to answer on the doc PR; each has a default that ships if unanswered.
