rev:off mutes one PR — also want a global reviews pause? nf-s6d5 ← Beads

Raised at the bottom of #422's body (and again on #421), where it is easy to miss. Filing it so it is answerable from the issue list.

#422 ships a per-PR mute: rev:off on a PR and the auto-reviewer skips that one. The open question is whether "sometimes I just want to vibe" is ever a *mood* rather than a *PR* — i.e. "leave me alone for the next few hours, on everything".

• A (recommended default — ships today): per-PR only. Explicit, self-documenting on the PR, and it cannot be forgotten in the on position — an un-lifted global mute is a reviewer that quietly stopped working and nobody notices for a week.
• B: add a global pause too — a repo-level flag or rev:off on a sentinel the dispatcher reads, ideally with a built-in expiry so it self-lifts.
• C: B, but time-boxed by construction — dispatch.sh --pause 4h writing a timestamp the next tick honours and then forgets.

Default ships if unanswered — nothing is blocked on this.
